As Senior Vice President of the State Government Affairs Division, Ms. Masterman provides state, local, and executive lobbying, government relations, and strategic communication services. She assists at all stages of project development and implementation. Ms. Masterman's legislative experience combined with her background in law and psychology provide the Liberty Square Group's clients with expert strategic analysis and counsel, as well as persuasive written materials to fortify issue advocacy.
Massachusetts State Treasurer Tim Cahill appointed Ms. Masterman to Chair the Policy Committee of his Transition Team. She worked closely with current members of the Treasurer's office and has assisted the Liberty Square Group clients explore potential finance management and school building opportunities.
Prior to joining the Liberty Square Group, Ms. Masterman was Vice President of The Victory Group, Boston and Senior Director in the Government Relations' division of GPC/O'Neill where she also specialized in strategic community and government relations' advocacy on behalf of clients' legislative and community interests. She has experience in the areas of telecommunications, finance, human services, healthcare, road and bridge construction, the environment, medical error reduction, insurance, energy, fire safety, banking, state budget matters, and economic development.
Ms. Masterman also served as General Counsel to State Senator John D. O'Brien, where she assisted with the drafting and passage of the Act to Restructure the Electric Utility Industry in Massachusetts. Other key projects included legislation concerning the North East Solid Waste Committee, the co-generation industry, and matters pending before the Joint Committee on Housing and Urban Development. As Legal Counsel to Senator O'Brien, Ms. Masterman drafted and managed legislation and the budget process, including amendments to promote the Senator's district and housing priorities. Prior to joining Senator O'Brien's staff, Ms. Masterman worked as an Associate in the law firm of Masterman, Culbert and Tully. She also served as an Assistant District Attorney in NorfolkCounty for William Delahunt, where she was responsible for all aspects of criminal litigation.
Ms. Masterman is a former member of the Massachusetts Taxpayer Foundation's Program Committee, and former Vice President of the American Jewish Committee, Boston. She was a member of the Kerry for President Massachusetts' Finance Steering Committee, is a member of the Women's Bar Association and represented indigent victims of domestic violence with the Women's Bar Foundation Family Law Project for Battered Women. She sat for six years on the Board of Trustees of the BelmontDay School. Currently, Ms. Masterman serves on the Board of Directors of the Eastern Mass All-Stars Elite Youth Baseball Team and co-chairs the Research Institute for Learning and Development Annual Benefit. She has been elected to serve as a Town Meeting Member representing Lexington’s 3rd Precinct.
Ms. Masterman holds a B.A. from WesleyanUniversity cum laude where she was President of the Class of 1979, was awarded the Walkely Prize for best work embodying original research in psychology, and awarded the Distinguished Alumni Service Award. She earned a J.D. from Boston University School of Law, as well as a Master of Arts from Boston University School of Psychology. She is a member in good standing of the Massachusetts Bar.
